I recently upgraded from Kubuntu 13.04 to Kubuntu 13.10. A new application Muon Discover Software Center was included in the upgrade. The scrolling up and down from the arrow points is not working at all. To scroll up or down you have to hold the left click button down while and scrolling by moving the mouse pointer up or down. The page up and page down function is not working at all. 

Reproducible: Always

Steps to Reproduce:
1.Open Muon Discover
2.Try to scroll up or down via arrow points
3.Try page up or page down
Actual Results:  
Nothing Happens

Expected Results:  
Scroll up or down
