It is currently impossible or very hard to maneuver across the desktop in KDE using the keyboard. Tabbing between the KDesktop Icon onto Kicker and it's applets is a usability and accessability feature which needs to be put into KDE 3.X.

Yes, not being able to switch keyboard focus using the keyboard to the kicker is a huge accessibility problem.
