When I reorder tasks in a taskbar, a startup icon is added to a panel, sometimes. It depends where I drop the task. But most of time the icon is created.

This started happening with 4.11. I haven't seen it before.

Reproducible: Always

Steps to Reproduce:
1. Grab a task
2. Move somewhere else in the task bar
3. It is moved
4. But a startup icon for that task is also created on a panel
