Maximized windows do not respect the boundaries of plasma widgets on dual monitor setups.

Reproducible: Always

Steps to Reproduce:
1. Add new display to the top
2. add panel on the top of the bottom screen
3. maximize any app on the bottom of the screen
Actual Results:  
Window goes below plasma panel regardless of plasma panel settings, such has Always Visible

Expected Results:  
Window Maximization should stop just before the plasma bar.
