The measure tool shows nothing anymore here. From a quick look at the history I'd blame ccfcb7a which seems to remove all label and line painting at least.

Comment above is wrong, the reason for it not showing up was this config setting:

[plugin_measure-tool]
enabled=true
showSegmentLabels=true
visible=false

Any idea how its visibility could become false?
