After using the short to show the desktop(Folder View), sometimes the file icon can get focused, but sometimes not.
even if I the icon get focused, the "menu" key can only pull the context menu of folder view widget instead of the file's,

So generally, few things can be done by only using the keyboard shortcut, I think it may lose any meaning of Keyboard Shortcut.

Steps to Reproduce:
1. use "Show Desktop" shortcut.

This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5.
