If the power management service in the startupo/shutdown service-manager settings is disabled, after reboot all windows no longer have the option to change activities via right mouse click in the title bar. In addition all windows operate as if they are unaware that they are assigned to particular activities and show up in all activities.

I stumbled upon this bug because I have a desktop and wanted to eliminate many of the annoying messages in the system log referring to system power options which seemed only appropriate for a laptop.

Reproducible: Always

Steps to Reproduce:
1. Open Configure Desktop Application
2. Open "Startup and Shutdown" options under System Administration
3. Navigate to "Service Manager" and disable "Poswer management" in the pane window services
4. Reboot the system
5. Right click on the title bar of any window and the option to manage the window's activity are missing
6. Also switching activities results in all current windows being displayed in the new activity
7. Repeat steps 1-4 to and activate power management, then the activity management options and activity awareness of the windows is operating again.


Expected Results:  
I would expect that power management should have noting to do with the activity awareness of the windows.

This was also the case in KDE 4.10.5
