In order to have something like Compiz has/had we'd probably need to re-write the internals of the effect. I doubt that someone would like to do that, so I'm marking as NOT A BUG. Also, I'd like to mention that KWin has support for out-of-source tree binary effects. So, one could implement the Wobbly Windows effect based on libanimation [1].
