I'd like to change the order of apps that open certain file type (go right click on a file -> Properties -> File Type Options (that string should have elipsis btw as it opens new dialog) -> change Application Preference Order.

Once done, I click Apply and small dialog pops up saying "Updating system configuration." (I also think the dot shouldn't be there). The progress bar in this dialog continuously keeps growing, approx. 5% per 1 second. However it turns out that this is on timer because as soon as it reaches 90%, it restarts to 0% and grows again, never actually finishing and forever resetting to 0% when 90% has been reached.

The only way out of this is to click Cancel. This however results in being unable to change the file type association as the system is never updated.

There's no output on console.

Reproducible: 100%/always.

Thanks for the bug report! Looks like an issue that has been reported already.

(Please note that both the "Properties" dialog and the dialog where you can change file type associations are not parts of Dolphin.)
