After upgrade to 4.10.5, the system changed to English and not allows select any languages.
In System Setting->Locale->Country/Region & Languaje->Languajes the frame is shaded with a progress bar at 0%, leaving not do anything

The Language settings were rewritten for 5.13. Please reopen if this continues to be a problem.
