The project performance chart does not refresh values after entering progress in tasks
I have to restart the application for the chart to show data correctly.

Added Node::CompletionUsedEffort enum
When calling Task::addUsedEffort call Node::Changed() with
Node::CompletionUsedEffort and added the case to refresh Performance
caches
