This tool could be scaled to the bigger size than the image and could be rotated in the same time.

The crop tool can now grow the image. To rotate, best use the transform tool, I don't think that's the job of the crop tool.

In Photoshop the crop tool rotates fine. This saves the working time. More power tool is more professional I think.
