I had logged in, and entered a startx.  I was waiting for all the windows to finish being created when plasma crashed.  My window background did not get initialized successfully.

Before this I experienced black screen while working in desktop.
So I tried to move current ~/.kde4 and try to find out, that is the cause by coping files back over new configuration.
Fixed by removing ~/.kde4/share/apps/kscreen/ directory and restoring all other ~/.kde4 content as it was before.

This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug has already been resolved in Plasma 5.
