Changing time/zone

- Unusual behavior I noticed:

NTP claiming it cannot connect to servers
not seeing anything in the system log
NTP time updated, but impossible to set the time zone except in the console by exporting TZ
HTTPS certifcation was failing as well until I manually updated the timezone
