in 4.4.5 there was an opportunity to add several separators in the beginning of a panel for creating a free space between left edge of the panel and a first button, but in modern KDE versions (4.7, 4.8) that feature was broken

Sorry, I was in hurry and didn't specify:
the problem is in toolbars (for examle of dolphin), not plasma panel
