Please elaborate how the problem is related with KDE, or more precisely the systemsettings product.  The (Non-English) error message looks like terminal output of apt-get or equivalant.

The error message is a terminal output of apt-get. The problem is related with Kubuntu 12.04. LTS. I don't now much english or about computers.
