Did you try to update the collection? That should normally be enough to see that, and activate the option "Watch folders for change" in the settings, of course. FWIW: you should not add music in C:\ but in a subfolder of it, Windows has a pretty creepy way of not allowing more than a certain amount of files in that folder. I tried updating collection from tools->update collection but it didn't work. It is working for subfolders but not the main Operating system directory. I have tried it on linux and it works fine. Folder gets updated in the root(/) directory.So it is a problem only in windows. Yes, and as I said: you should NOT use the base level of C:\ for storing files but use folders for that.
