When using ICQ constantly receive messages like:
(There was an error receiving this message.  Either you and XXX have different encodings selected, or XXX has a buggy client.)

A solution I found in the internet was to select the proper encoding. However, I can only chose utf-8 in
Accounts -> ICQ -> Advanced -> Charset

Reproducible: Always

Steps to Reproduce:
1. Receive a message with umlauts
Actual Results:  
(There was an error receiving this message.  Either you and XXX have different encodings selected, or XXX has a buggy client.)


Expected Results:  
no error
