Transition from "Partially checked" to "Checked" of checkbox "Improved window management" in Desktop Effects settings is not considered as settings change.

Reproducible: Always

Steps to Reproduce:
1. Open System Settings->Desktop Effects->All Effects.
2. Check 2/3 window management effects (Set checked "Dialog Parent" and "Present Windows" and set unchecked "Desktop Grid").
3. Press apply.
4. Open General tab.
5. Change "Improved window management" from partially checked to fully checked.
Actual Results:  
"Apply" button is disabled.

Expected Results:  
Change of settings should cause enabled "Apply" button.

The configuration module got completely reworked in KWin 5 and the checkbox does no longer exist.
