The current ui almost matches your description completely, except that you can choose a theme on the Detail tab still. This lets you modify the different themes, though why a user would want to modify/customize them all rather than just customize the one they will use is up for debate I guess. I have recommended that the desktop theme Details tab be removed, and that we find a more appropriate, and well-considered solution for the customization of plasma themes. As it is, this portion of the kcm adds far more complexity (and accompanying bugs) than is warranted.
