I suggest to design the desktop theme modul similiar to the other modules, e.g. the color module:
On the first tab (Scheme) you can select the prefered scheme and on the following tabs (Options, Colors, etc...) you can tweak the scheme to your liking.

For the Desktop Theme module this would mean to remove the theme selector completly from the Detail tab and the "More" options should move to a new tab ("Management", "Organization", "Advanced", or ...).

The current ui almost matches your description completely, except that you can choose a theme on the Detail tab still. This lets you modify the different themes, though why a user would want to modify/customize them all rather than just customize the one they will use is up for debate I guess.

I have recommended that the desktop theme Details tab be removed, and that we find a more appropriate, and well-considered solution for the customization of plasma themes. As it is, this portion of the kcm adds far more complexity (and accompanying bugs) than is warranted.
