Clicking on it does connect and disconnect networking, but the checkbox never gets checked.

I cannot reproduce, on fedora 18 the checkbox works as expected,

rpm -q NetworkManager kde-plasma-networkmanagement
NetworkManager-0.9.8.0-1.fc18.x86_64
kde-plasma-networkmanagement-0.9.0.8-1.fc18.x86_64

What versions are you running?

I can't reproduce on Kubuntu 13.04 beta1 either, works as expected.

Are you sure this is not a problem in your plasma theme? Change your desktop theme to air or oxygen, relogin and test if that "fixes" the problem.

No, but I think this's related to QT.

My version is 4.8.4, but it was not upgraded with kde.
