The shortcut to toggle effects in the "Desktop Effects" KCM is handled differently than other configuration options.

Reproducible: Always

Steps to Reproduce:
1. In System Settings, choose "Desktop Effects"
2. Click the "x" next to the shortcut to clear it, or change it
Actual Results:  
The "Apply" buttong stays gray. The new shortcut is in effect immediately.

Expected Results:  
Just like for all the other options in that window: The "Apply" button should be enabled when changing the shortcut, and only after hitting it, the new shortcut should be in effect.

Is that with all effect KCMs or one specific. It should only save them after clicking OK on the dialog.

It's the suspend shortcut.
I recall there was some nastyness with the shortcut resetting itself when changin tabs. No idea whether this still holds.

Yeah, I should have called it suspend shortcut, sorry. The UI does not contain the word "suspend" though, it speaks about toggling effects so that's the term I used.

The 'tabbox' KCM in latest git master (KF5-based) is also affected (see #338954, marked as duplicate of this one).

The desktop effect KCM no longer has a shortcut widget.
