Since bugs.kde.org currently doesn't makes use of bugzilla's classification feature[1] (Hope I'm right with that conclusion), it provides no benefit but inconvenience  to contain that "" line in mails sent for new reports: 

1. it imposes distraction for reading, especially when it is put between the "Summary" and "Product" line, like :

            Bug ID: 316292
           Summary: Problem inserting large image
    Classification: Unclassified
           Product: calligrawords

2. it wastes precious vertical space in laptops.

I guess it should be doable by modifying some template file.

This is hardcoded in bugzilla:

Bugzilla/Field.pm:    {name => 'classification', desc => 'Classification', in_new_bugmail => 1,

I've searched but found no way to override that value (in_new_bugmail) or a way to disable it in emails, since it's disabled globally. 

Anyhow, bug is upstream, can you file it over there?

So this has been reported long time ago and should have been fixed . A upstream regression or downstream misconfiguration ?

Just for confirmation, bugs.kde.org uses "useclassification=0" in its setup , right ?

Regression then. We've not modified that file. 

Yes, we have disabled classifications ( "useclassification=0")

Let me know if you reopened that bug or filed a new one, i'ld like to add myself as cc.
