For a few seconds following resume from suspend, the contents of the user's desktop (open windows) are revealed before the lock screen/password prompt appears.

This is a major security issue.

Reproducible: Always

Steps to Reproduce:
STR:

1) ensure System Settingd > Power Management > Advanced Settings > Lock screen on resume is checked
2) suspend to RAM
3) resume from suspend
4) for a few seconds, the contents of the desktop are revealed before the lock screen/password prompt appears.
Actual Results:  
Desktop contents revealed.

Expected Results:  
Screen should be locked when resuming from suspend.
