I downloaded kdewin-installer-gui-latest.exe from http://www.winkde.org/pub/kde/ports/win32/installer/kdewin-installer-gui-latest.exe and the download completes, once i try to run the installer a error dialog appears telling me that the .exe file is not a valid win 32 application.

Reproducible: Always

Steps to Reproduce:
1. download program from kde site
2. run executable
3. profit, i mean, error!
Actual Results:  
a error dialog appears and the program doesn't run 

Expected Results:  
i expected the program to run flawlessly and show me the screens showed here: http://techbase.kde.org/Projects/KDE_on_Windows/Installation#Download_needed_packages

I got the same error once when downloading the link above because the file has been truncated. 
Downloading a short time later returns an executable which the correct size, which indicates a temporary download problem. 

If this still happens: what is the exact size of the downloaded file ?

Hi Ralf, thanks for your quick response.

I just downloaded the application again, this time on a virtualized windows xp machine. This time the installer runs flawlessly and it lets me install my beloved KShisen.

PS: 
Wow! the developer of the application attendeded my request!

I am encountering this problem as well on Windows 7 Professional (32-bit).  I tried downloading installer on Windows using Firefox and Chrome (HTTP), as well as FileZilla (FTP).  Files retrieved using HTTP were truncated to approximately 1 MB.  File retrieved using FTP is correct size, but produces same error message described above.  As a test, I tried downloading the file using same apps on Linux system and resultant files had exact same issues.  So it seems like something is wrong with your server(s).  Can someone confirm this and/or advise when it will be fixed?  Thanks.

The server www.winkde.org is currently not accessable due to a hardware failure.  The admins are working to fix this issue. 

Until it is done a workaround is 

1. download the installer from 
http://sourceforge.net/projects/kde-windows/files/installer/kdewin-installer-gui-0.9.9-8.exe/download

2.  create a download directory and add a file named 'mirrors-remote.lst' with the following content: 
http de http://ftp5.gwdg.de/pub/linux/kde 

3. Start installer, unselect 'skip settings checkbox' if visible, set the directory created in 2. as download directory. Now you should be able to install KDE at least from ftp5.gwdg.de
