Blogilo is set up to use blogspot.com blog (blgspot api). When trying to refresh Post Categories, program throws error message saying:

An error occurred in the last transaction.
Not supported error: Blog API doesn't support getting Category list.

Other programs have no problem retrieving the categories list

Reproducible: Always

Steps to Reproduce:
1. Configure blogilo to use a google blogspot.com blog
2. Attempt to refresh Post Categories
3. Receive error message from program 
Actual Results:  
Received error message

Expected Results:  
Retrieved the Post Categories and tags
