The window icon of text-ui behaves differently depending on whether a new message is received in an active or inactive tab.

Reproducible: Always

Steps to Reproduce:
1. Configure telepathy to open new messages in new tabs in the same window.
2. Get messages from at least two different contacts.
3. Focus one of the tabs, and receive messages there; then on the inactive tab
Actual Results:  
When you now receive a message, the application symbol reacts as following:
- new message in active tab: application "demands attention", but the window symbol remains the same
- new message in inactive tab: application "demands attention" and the window symbol changes to a letter with an "unread" mark on it

Expected Results:  
I think it should always change the window symbol as long as the window is not focused.
