user can indefinitely enlarge battery widget pop-up, for ex., taking up all screen space.
controls in widget don't resize to fit new size, and they souldn't.


Reproducible: Always



Expected Results:  
battery widget pop-up should just have its size locked at its minimum (default) one.

Fixed in 4.11.
The new battery monitor actually reacts to size changes.
