I have taskbar configured in a way that it shows running applications from all desktops and also from all activities.
Now, when I switch between those applications AND an implicit activity change is imminent, then the application window is being minimized instead of just being pulled to the front.
I would expect the taskbar to just do the same thing as when the application windows are on separate virtual desktops.

Hello!

This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5.
