In Kile configuration -> LaTeX -> General -> Double Qutes it is not possible to specify polish qutation marks. It might be good idea to provide possibility to manually specify any set. In polish it should be ,, and '' pair, in case of inner, nested quotes << and >> eg. ,,Someone said <<something important>> and...''.

It would be nice to have at least outer double quotes support.

There is still no option for polish quotes but enquote is doing the job so i guess it can be closed.
