I think that would be great if you could export all your emails folders (with their configuration) and filters into one big XML (or whatever) file in order to import it later on another computer or just to make backups.

Actually I think that is already very easy.
All mail folders are stored nicely together in ~/Mail/ even in the same 
format as used by Netscape and all KDE configuration is stored in ~/.kde. For 
KMail ~/.kde/share/config/kmailrc.
