The Help or handbook files are missing.
The help system referrs to a kde page  that DOES have the help, so as work around I can make link to that. Since most users dont RTFM I guess this not big deal, just to make aware of this.
I spent an evening poking around to no avail.
I am using mint12/kde/plasma


Reproducible: Always

Steps to Reproduce:
1.Start  k3b
2.click help
3.click k3b handbook
Actual Results:  
"documentation not found" in comprehenhive kde help center

Expected Results:  
help contents

That sounds more like a downstream packaging issue. Have you contacted Mint guys for help before creating this upstream report ?

"File not found..." with K3b 18.08.1 on Arch Linux when I press F1 or click "Help" menu > "K3b handbook" to open the handbook.

F1 or Help->K3b Handbook opens khelpcenter with the k3b docbook

The tarball k3b-18.08.1.tar.xz from download.kde.org has a lot of docbooks in many languages

So I suspect there is something wrong with your distro Arch Linux

Tested just now on Manjaro successfully as well. Closing this as Downstream.
