can not open on windows xp. no window, no error message, just nothing.

Kleopatra works on Windows XP for thousands of users. This is an individual setup Problem you are experiencing and no general bug. Please try the gpg4win-users mailing list (see http://gpg4win.de/community.html ) to get help with your setup. But with the information of your bug report there is nothing we can do to resolve your problem.
