1. no virus (unlikely, viruses try to not appear =) 2. what KDE version is this, exactly? 3. can you switch between windows clinking into them or use alt+tab to do so? 4. check whether a "kwin" process is running (ctrl+alt+del is likely bound to a process manager, in doubt check "ps ax | grep kwin" in konsole) 5. test whether this happens with a different (new) user account, resp. when moving ~/.kde and/or ~/.kde4 to ~/.kde.bak resp. ~/.kde4.bak and re-login. 6. "Also no new programs can be installed" - how do you attempt to do and what fails.
