As the summary says Open Files dialog as well as related dialogs should have an option to fix the column width in the short view mode.  Currently if you have a directory with a mix of short and long dir/file names the dialog looks ugly as the column width can vary drastically. The column width inconsistency also can cause little embarrassments while browsing a long list of dirs/files with different name length. 

A good way is how this is implemented in Dolphin (see Settings->Configure Dolphin->View Modes->Compact->Maximum width)
