Reproducible: Always

Steps to Reproduce:
1. Have a pager with a 2 columns x 3 rows grid
2. Put a window on workspace 4 (right/middle)
3. Try to move it to workspace 6 using mouse
Actual Results:  
There  is a barrier which prevents moving windows to the last row. There seems to be an additional row above the top row. 

Expected Results:  
It should work.

Moving windows from workspace 6 to workspace 4 works.  Changing to workspace 6 works.

Hello!

This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5.
