using gpg for windows Kleopatra won't decrypt files when unknown recipients exist (ie. i don't have the certificates for every recipient.)  However, pgp in debian linux will decrypt the same file whether unknown recipients exist or not.

Reproducible: Always

Steps to Reproduce:
1. Encrypt a file with multiple certificates/recipients
2. Send the file to a recipient that doesn't have everyone's certificate, only the encrypter's.
3. The recipient tires to decrypt.
Actual Results:  
decryption failed: unknown recipients

Expected Results:  
decrypt the file even though unknown recipients exist.

this is totally crippling because a recipient doesn't always have everyone's certs. Plus decryption works in pgp for linux without needing to have everyone's certs. 

I put critical below because this problem causes me to be unable to retrieve data that is very sensitive and critical.

As a workaround you can use gpg from the command line which should behave in the same way as it does on GNU/Linux systems.

Is this happening with S/MIME or OpenPGP or both?

I have the same problem now. Can not decrypt a file from a customer company just because the company needs to include its agent's key to this file, and I don't have this agent's key.

Can't believe that I'm using the most updated version but still have this old bug.
