Since KDE 4.9.2, it is possible to change the icon size via the "IconSize" setting in the "PlacesPanel" section of dolphinrc (see bug 301959).

An "Icon Size" submenu should be added to the context menu of the panel (similar to the one in the tool bar) to provide a more convenient way to change this setting.
