To reproduce:

Display a web page, such as http://www.kde.org/
Middle-click on a link.
Press Page Down. Notice the key has no effect in the current tab. Click on the tab just opened, and notice that the page has been scrolled down.

This seems to have been introduced in 4.9.1.
