When you start "akonadiconsole", do you see some error message for that resource ? In this you can toggle it to online again via the right-click popup menu. As a matter of fact, akonadi/kdepim turned out to be so unreliable for me that I could not use it any longer for my work. After staying with KDE for many, many years (and actively contributing to it in the past) I regretfully deleted everything KDE from my computers and switched to Gnome and Thunderbird, which has been working perfectly fine since. I do remember though, that I tried the steps that you describe, and none of that made the calender online. Also, there was no error message.
