Can there be the ability to customize the right-click menu?

Yes, easy. Just branch okular and write your own. SCNR.

Enda, what would you add there? Have you seen any other program that lets you customize the right click menu contents?

No.

The toolbar can be customized, so I thought that it would not the craziest thing in the world for the right-click menu to be able to be customized as well.

Browse Tool, Text Selection Tool, and maybe the Recently Opened documents menu.

Sorry, not going to happen, you have toolbar, menubar and shortcuts for those already.
