Here a patch enabling contact completion when nepomuk is disabled...

It's a really simple patch needed when nepomuk is really not needed like on a laptop (power saving)

Reproducible: Always

Steps to Reproduce:
Try address completion without nepomuk
Actual Results:  
nothing happen

Expected Results:  
Attached patch fix issue
