When starting panning in the center, the globe doesn't follow the mouse in a small area around the center.

Reproducible: Always

Steps to Reproduce:
1. Start panning above the crossharis
2. Move the mouse around and cross the center
Actual Results:  
The globe doesn't folow the mouse in a small area around the center.

Expected Results:  
The globe should always follow the mouse.

This happens regardless of whether the crosshairs plugin is visible or not.

A blind panning spot is acutally created wherever the panning is started.
