Open a document with Table of Contents or bookmarks and try to navigate to the referenced position by doing a "Ctrl + Click". The navigation does not happen in the document

Reproducible: Always

Actual Results:  
Does not navigate to the referenced position

Expected Results:  
Navigates to the referenced position
