Account to Port are actually start upper case, charset to ssl do not.

This is because you're missing some stuff, either telepathy-idle package or "kcmtelepathyaccounts_plugin_idle.so" and so you're getting a crappy autogenerated UI, which sucks badly.

We provide nice UI, see the screenshot.
