Could you provide detailed steps to reproduce this? It smells like a kdelibs (kfile) bug, but being able to reproduce it would be nice. Actually it could also be a situation with Ubuntu 12.10 in general. I can only create a folder but not a file with nautilus as well (but not with PCFanman ,<ic> used by LXDE. I can only get around this by having an empty document created from an existing one (from another OS' or earlier version of Ubuntu. Delete all text and save as "Empty document" say. Then I can cut and paste what text I want into the documents and save the file under another name. Jusst verified this with nautilus. Similar to Notepad under Windows. Thus to answer your question - it happens all the time without exception in KDE Dolphins or Gnome nautilus. Right click context menu does not have the option to create new test file.
