With the Wobbly Windows effect on, when a moving window is released, it becomes much stiffer, probably to aid the nice wobbly shake effect. But it remains the same if the user starts moving it again before it stops shaking, which results in a noticeably different behavior.

Reproducible: Always

Steps to Reproduce:
1. Set the Stiffness setting of the Wobbly Windows effect to a low setting to make it more noticeable
2. Move a window and release the mouse button while still moving the mouse which causes the window to shake for a bit in a nice, realistic manner
3. Start moving the window again, before it stops shaking (this might be difficult, but it happens often when moving a window, but then quickly changing your mind and moving it somewhere else)
4. Move the window around, the window is now much stiffer

it seems important to drag the window from another position (could reproduce with alt+lmb while i was abou to write "unreproducible")
