The Icon-Only Task Manager can be scaled down too far. It should have decent minimum size where all the icons are still visible and clickable. There should also be a proper minimum size when the widget does not contain any icons at the moment.

Reproducible: Always

Steps to Reproduce:
1. Add Icon-Only Task Manager to your desktop
2. Scale it down as much as possible

Actual Results:  
Widget can be scaled down too much, it does not have any proper scale limits.

Expected Results:  
There should be a minimum size depending on the number of icons. All icons should be visible and usable at any time. If new icons come, the widget must be scaled up automatically if necessary (and possible).

Widget should also look good at its minimum size when there are no icons.

I would like for the minimum icon size to be configurable.

Still reproducible in Plasma 5. In reproducing this, I managed to get my Icons-Only Task Manager into a state where the System Tray widget became incorrectly sized, and upon removing and re-adding it, my keyboard's volume keys stopped working until I added and then removed the Volume plasmoid. All in all a fairly lousy user experience.

Not sure when was this fixed, but on 5.21 I can't get it below 20.
