The lock/logout plasmoid can be resised infinitly small, suggested size minimum size: 32x32

Reproducible: Always

Steps to Reproduce:
1.Resize
2.Resize
3.Keep going!
Actual Results:  
Applet is no longer visible

Expected Results:  
Applet stops resizing at a decent minimum size

Fixed. Does not resize less than 32x32 for each icon.
