Hi, 
this is valid for kde 4.9beta1 (4.8.80), if I go to systemsettings -> Common Appeance -> Account Details -> Password & User Details and I try to change something (eg. name filed), hit Apply and I get this error message : 

"An error occurred and your name has probably not been changed. The error message was:
chfn: Permission denied."

su and sudo are installed, tried also adding (for Arch unofficial) kdesudo, didnt help. 

Any ideas?

This is unlikely to be a duplicate, nor a bug in KDE. The most probable cause for "chfn: Permission denied." is the system configuration (/etc/login.defs) disallowing such changes.
